As Managing Partner of EBS, Paul specializes in advising employers on group health, life and disability benefit funding methods, plan design, cost containment, flexible benefits, and state and federal compliance issues. Over the past 25 years, Paul has had extensive experience in the area of managed care, specifically developing plans for multi-state employers and negotiating pricing with various managed care companies.
Paul began his career in the group insurance sales division of Metropolitan Life Insurance Company in Boston. Prior to forming EBS in 1997, he was Senior Vice President of employee benefit services for Minet Insurance Brokers.
Paul holds a Certified Employee Benefit Specialist (CEBS) designation and is an active member of the New England Employee Benefits Council. Paul has been an instructor at Boston University’s Metropolitan College and Suffolk University, where he taught CEBS classes covering a variety of topics including managed health care and flexible benefit programs.
Paul holds a Bachelor’s of Arts in History and Economics from Harvard College. He is an active member of the Board of Directors for the Boys’ and Girls’ Clubs of Boston and a member of the advisory board of the South Boston Clubhouse. Paul is a charter member on the advisory board for United Benefit Advisors, an alliance of the nation’s premier independent benefit advisory firms. Paul serves on the Broker Advisory Council at Blue Cross Blue Shield of Massachusetts. He previously served on the Board of Directors of the Massachusetts Health Underwriters Association.
As Senior Partner at EBS, Ms. Melvin advises employers on all aspects of health and welfare plans including, but not limited to, plan design, managed care, benefit funding methods and compliance issues. With over twenty-five years of experience, Ms. Melvin has an extensive background in managing employee benefit programs for a wide variety of industry categories, including high technology, biotechnology, real estate, manufacturing and professional services, among others.
Ms. Melvin began her career in the sales division of Phoenix Mutual Insurance in CT. Prior to joining EBS she was an Account Executive at Minet Insurance Brokers.
Ms. Melvin holds a Bachelor of Arts Degree in Economics from the University of Rhode Island. In 1990 she achieved the life insurance industry’s most prestigious professional designation, Chartered Life Underwriter (CLU). In 2001, Ms. Melvin obtained the Certified Employee Benefits Specialist (CEBS) designation; the most widely recognized and highly respected designation in the employee benefits field. She is a member of the New England Employee Benefits Council, the International Society of Certified Employee Benefits Specialists, and the Northeast Human Resources Association.
As Senior Partner at EBS, Mr. McCormick advises clients on all aspects of health and welfare plans, which includes direct oversight of the renewal and marketing process, and the coordination and implementation process of new benefit programs. With over thirty years of experience as an insurance executive, Mr. McCormick brings an extensive wealth of knowledge of employee benefit programs for a wide variety of industries. Mr. McCormick focuses most of his time at EBS on account retention and client production.
Prior to joining EBS, Tom was an Assistant Regional Manager for Reliastar Employee Benefits (now ING Benefits), working with large New England-based organizations. Mr. McCormick has experience in virtually all aspects of health and welfare plans. During his distinguished career with ReliaStar he designed, underwrote, communicated and implemented managed care and indemnity medical plans, dental plans, vision plans, prescription drug plans, short and long-term disability plans, life and AD&D plans, Flexible Spending Accounts (section 125), Flexible Benefit Programs, Employee Assistance Programs (EAPs), Business Travel Accident plans, Stop Loss, enrollment services and voluntary worksite benefit plans.
Mr. McCormick is certificated in Global Benefits Management from the International Foundation of Employee Benefit Plans.
Mr. McCormick holds a Bachelors of Science in Business Administration and Finance from the University of Wisconsin at LaCrosse. He is currently enrolled in the Certified Employee Benefit Specialist (CEBS) program, sponsored by the Wharton School of Business and the International Foundation of Certified Employee Benefit Specialists and is a Registered Health Underwriter (RHU).
Senior Partner and General Counsel
As Senior Partner and General Counsel at EBS, Mrs. Martinez specializes in advising our clients on both legal and compliance-related issues, including but not limited to ERISA, COBRA, and HIPAA. Her experience in navigating the legislative process and analysis of regulations are a valuable resource to our clients as the complexities of Health Care Reform continue to change. Having been an attorney for twenty-five years, Josie brings a breath of experience as an advisor on risk assessment, business strategy, contract negotiations, government investigations and regulatory compliance.
Prior to joining EBS, Josie was a Partner in the Business and Financial Services Litigation Group at McCarter & English, LLP. There she represented private and public companies in settlement negotiations, all stages of litigation, mediation proceedings and arbitrations in complex commercial disputes. She has also previously served as Deputy Legal Counsel to Governor Paul Cellucci and Executive Director of the Massachusetts Judicial Nominating Council. She administered all stages of the judicial nomination process. Prior to her tenure in Governor Cellucci’s office, Mrs. Martinez served as Assistant Attorney General in the Consumer Protection and Antitrust Division of the Office of the Attorney General.
Prior to joining McCarter & English LLP, Mrs. Martinez also served as Deputy Legal Counsel to Governor Paul Cellucci, and Executive Director of the Massachusetts Judicial Nominating Council. Mrs. Martinez received her JD at Northeastern University School of Law and a bachelor's degree in English/Political Science from Boston College. She currently serves as the Chair of Governor Charlie Baker's Latino Advisory Commission where she co-leads initiatives that promote economic opportunities, prosperity and well-being within the Commonwealth of Massachusetts. She also serves on the Compliance Committee for United Benefit Advisors (UBA) and the Board of The Boston Home and ALPFA-Law (Association of Latino Professionals in Finance and Accounting).
Senior Partner and Business Development Manager
As Senior Partner and Business Development Manager at EBS, Joe introduces and engages organizations that seek additional employee benefits capabilities, better solutions and reliable resources. Prior to joining EBS, Joe spent a three year tenure at iCapital, LLC, connecting companies who could benefit from the firm’s retirement plan platform. Additionally, he identified prospective clients for iCapital’s private wealth management division. Joe started his career in business development at John Hancock Financial services where he exclusively marketed variable annuity products to financial advisors throughout the country.
Joe holds a bachelor’s Degree in Sports Management with a minor in Business Administration from the University of New Hampshire. He is a licensed life, accident and health producer and has obtained his Registered Health Underwriter (RHU) designation. Joe has been involved with Horizon’s for Homeless Children and has coached hockey in the Jr. Eagles program in Boston.
